  1. Just wanted to update my original post from 4 years ago. It turns out that the culprit all along was a bad speed sensor (PN 4010977). I've replaced nearly everything else on the bike chasing this problem. Every time I ran the test procedure in the service manual it showed that the sensor was functioning normally, and it was, when I was doing the test. The only reason I didn't change the speed sensor before is because I couldn't find one until about a month ago. Victory stopped making them a few years ago (10 years of parts support? Yeah right) and I couldn't find one anywhere locally or online, and I could never find a cross reference part that would work. If you're holding on to one of these older bikes like I am just hope the speed sensor never dies, because you'll probably never find a replacement. And if you do find it, buy 2.
